Editorial Methodology & Standards
How UONGOZI254 acquires, verifies, and publishes constitutional leadership data for the citizens of Kenya without partisan bias or automated errors.
1. Zero Automated Publishing Boundary
Scrapers propose; trained human editors verify and approve.Public trust depends on absolute accuracy. Automated web scrapers frequently fail when government portals update layouts, experience temporary server errors, or display incomplete draft listings.
In UONGOZI254, automated source adapters and CSV ingestion pipelines are strictly prohibited from directly updating public records. Every parsed record is staged as a Change Proposal with deterministic idempotency keys, before/after diffs, and exact citation evidence. An authorized editor must independently review the official source before publishing.
2. Legal Evidence & Timestamp Provenance
Separating automated checks from human verification dates.Every leadership term displayed on UONGOZI254 is linked to an official statutory evidence citation:
- The Kenya Gazette: Official government notices of election results, gazetted appointments, and constitutional assumption dates.
- IEBC Official Declarations: General election and by-election returns (Forms 34B, 35B, 36B, 38B).
- Parliament & County Assembly Directories: Swearing-in records and committee accession lists.
We explicitly distinguish Source Checked Date (when our system checked upstream portals for updates) from Human Verification Date (when an editorial reviewer confirmed the legal validity of the claim).
3. Tiered Refresh Schedule & Staleness Warnings
Predictable update cadences with transparent staleness indicators.Official records are monitored according to an approved constitutional hierarchy:
Executive Office of the President, Cabinet, Kenya Gazette notices, and Wikimedia Commons portraits.
Parliament of Kenya (National Assembly MPs and County Senators) and Council of Governors.
County Assemblies (245 pilot MCAs across 5 pilot counties and 1,450 national wards).
If an official source has not been successfully checked within twice its configured interval (2x), a public staleness warning is flagged on the coverage dashboard.
4. Ethical Portrait Pipeline & Dual Approval
No unauthorized scraping; verified identity and verified open licensing.Finding a portrait on a government website does not grant intellectual property rights to redistribute that image. Furthermore, automated facial matching risks misidentifying leaders who share common names.
UONGOZI254 strictly enforces a Dual-Approval Publication Boundary for all portrait media:
- Identity Verification: A reviewer confirms the image genuinely depicts the named civic leader.
- Reuse Rights Approval: A reviewer verifies that the image is in the public domain, licensed under Creative Commons, or authorized for redistribution with documented proof.
Until both approvals are recorded, an honest, accessible placeholder graphic is displayed with the disclosure: "Portrait unverified / unlicensed".
5. Citizen Corrections & Public Triage
Transparent feedback with protected, privacy-safe triage.Civic reality changes quickly due to by-elections, court nullifications, and executive reorganizations. Citizens can submit correction reports anonymously without creating an account.
Citizen reports are assigned a tamper-evident reference receipt (e.g. CR-20261017-9A3F1B) and queued for staff triage. Validated corrections spawn an audited change proposal, preserving our two-step publication requirement.
